What is your idea/project in more detail?

We want to reduce millions of miles driven each year, create more “turnaround time” for Los Angeles residents, prevent millions of tons of carbon emissions each year from entering our atmosphere, provide a leadership opportunity to our city to share a new eco-formula – and for other stressed, like-minded cities facing daily congestion levels.

We believe that this can be achieved in a straightforward, disarmingly simple way, by working with employers to hire a portion of their workforce from local communities and ultimately, apply the model to other congested cities.

What will you do to implement this idea/project?

Funding Program
The first action will be to invest a portion of the funds dedicated to creating further investment by government and foundations charged with advancing healthy communities measures by pragmatic and measurable means.

Scientific & Engineering Community
We will engage with colleagues from public and private industry to develop a government briefing document. Experts will confirm the variables: numbers of cars travelling to work each day, number of miles on average for LA County, the results that could come from some local hiring percentage of the workforce. Experts will work with us to define reasonable parameters to Los Angeles and its best case for reducing emissions. The concept here is to provide insight to leaders on the type of carbon capture that is achievable, to begin creating the stage for action.

Public Outreach
Short-form video, social media and community meetings – all multilingual – will brief, educate and engage the public regarding the benefits from employer, resident and commuter perspectives. Outreach will be designed to attract start-ups and entrepreneurs, who will be part of the system making those stronger connections to employees.

Government Action
Once briefed, city officials will be asked to discuss possible employer incentives working with council leaders responsible for sustainable communities’ planning and economic development. After local hiring program briefings are established, employers will be invited to participate in the menu of incentives available on a city, county and state level.

Technology Experts
In the first year, technology, social media, HR experts, IT engineers will be invited to begin developing the framework to create stronger connections between employers in search of local talent and residents in search of the jobs suitable to their experience at all levels. In addition, the applications that are currently available to help employers measure the emissions savings they achieve through local hiring will be assessed.

Pilot Program
Working with data experts, we’ll identify Los Angeles’ existing emissions standing and define the potential reduction of emissions and/or improvement to air quality resulting from an initial pilot program of employees hired within a certain radius of local employers.

How will your idea/project help make LA the healthiest place to live today? In 2050?

With each local hire, employers will help reduce miles travelled across Los Angeles’ freeways. In Los Angeles, the average 1 way trip to work is 14.3 miles. With each mile less than 14 there is a measurable reduction in emissions. Over time, these reductions will challenge the staggering economic costs of pollution in the state which have been cited to be “10 billion annually" (Based on RAND report) The combined health and economic costs are explained below through an in-depth study by the RAND Corporation, which also stated:

“The analysts identified substantial health and cost benefits from cleaner air. Nearly 30,000 hospital admissions and ER visits could have been avoided over the two-year period, with resulting savings of about $193 million. Because public insurers such as Medicare and Medi-Cal paid most of the pollution-related health care bill, they have a lot to gain from cleaner air. But employers and private insurers also have sizable financial interest in reducing air pollution. The number of adverse health events that clean air would have prevented, and the resulting savings, varied across the state, depending on the local level of pollution.”

We are starting with the worst metropolitan rankings on air quality in the nation with a tremendous health care and human cost for Californians. Local hiring can be tagged as a “preventative” health measure, improving daily life for residents with a plan that thwarts emission release. Our Local Hire initiative, once applied, will provide a new principle of urban hiring that results in shorter commutes, cleaner air, and more time for residents to improve their quality of life.

Los Angeles will be one of the first in the nation to develop a sustainable model that includes a behavioral shift that addresses traffic congestion and meets environmental, economic public policy objectives, thus creating a new path for LA's future.

Non-Profits with A Healthy Communities' Agenda and the Government.

If you have asthma and heart disease affected by allergens and irritants living in Los Angeles, travelling through the city can be stressful and dangerous. Many lower-income residents live close to major thoroughfares and freeways where particulates and other emissions are significantly higher. They are often less able to monitor pollution-related medical problems and maintain good health due to lack of adequate health care.

Many cities across the nation, grappling with traffic impacts and attempting to define sustainable measures to deliver a measure of health in urban environments, may assess, adjust and revise the model to meet their own objectives.

According to NASA’s recent shared findings from satellite derived studies regarding NO 2 (fossil fuel emissions) show that “Even though larger cities are typically more energy efficient with lower per capita emissions, more people still translates to more pollution. Fixing Angelenos Stuck in Traffic – FAST.org (Confirmed)

FAST/California Community Foundation - will act as the fiscal manager and assist with: technical data analysis, strategic implementation planning working with the business community. FAST has extensive experience in transit planning and analysis and works in cooperation with the business community as a stakeholder. FAST is currently working on enhancing Los Angeles alternatives to cars through bike share and other measures. As the average miles lessen in Los Angeles from 14, options for alternatives become viable.

City Government | County | State (In Briefings)
As a former city council deputy, land use planner and legislative aide, my job will be to discuss the proposal with city council members vested in economic and environmental matters and develop an incentive based program that will reward employers for the contribution to the local economy. Incentives could range from awards of recognition for leadership to financial savings. The first step is to examine what’s possible in a post-recession climate. The critical aspect to developing local hiring is to ensure that actions taken support a normal course of business rather than to attempt to control business through regulation.

TMS Transportation Demand Services (Proposed Consultant)
I worked with TMS, a specialist in transportation management in 2009 to discuss the concept of local hiring as a transportation demand management measure and to identify a means of calculating savings in vehicle miles travelled across the city. TMS is an advisor to business and government nationally on adaptive measures and transit alternatives that solve congestion. A portion of the budget will be retained for their counsel in synthesizing the technical data and adding insight to discussions with leaders in the state on the adoption as a sustainable communities action consistent with clean air mandates.

Three factors critical to success:
- Articulating the formula that defines savings to emissions with expert agreement from city, county and state government and the scientific/environmental community.
- Engaging business as partners
- Creating a long-term funding and implementation platform.

• Healthcare access – With saving to incidents of hospitalization over time this clean air and healthy community model could save the state millions. Savings could be applied to enhanced treatments or broader public services.

• Exposure to air toxins – with each mile reduction, the potential to worsening air toxins diminishes. The actions will provide another layer of transit related relief that provides quality of life and direct health benefits.

• Obesity rates – with the advent of reduced miles to work comes the potential to take alternative forms of transportation. The uptick of ridership of mass transit signifies the consciousness of its importance as a resource and the critical nature of reducing the distance between transit and employment. As the length of the average trip for Los Angeles commuters reduces, the likelihood of residents taking opportunities to bike or walk to the final destination becomes possible and a part of LA’s daily commute culture.

• Acres and miles of polluted waterways – The EPA has directed cities to enclose drinking sources including reservoirs. Pollution of waterways includes the drip of emissions. In addition, the backbone that connects us all is the Los Angeles River, an open water reservoir. As industries evolve related to recreation, pop-up businesses, local hire could be used to stabilize and improve emissions along developing waterways.

• Prevalence of adverse childhood experiences (Dream Metric) The American Lung Association has established a preparation courses for youth with asthma in preparation for school. Our dream metric is that this becomes a more preventative than critical course for youth living within an urban setting or near a freeway.

• Percentage of LA communities that are resilient (Dream Metric) As emissions reduce the resilience of individuals working outside (construction workers, vendors, recreation and parks, street cleaning teams) and those living in the most air polluted sections of the city improve. While according to the American Lung Association, cities across the nation are making progress to air quality levels, Los Angeles remains among the worst cities in the nation. Innovative, forward-thinking, strategic and sustainable actions that can be adopted by the populous are hopeful signs that a layer of health can be infused into the urban environment.

Acceptance by Employers – The adoption of local hiring as a metric for hiring by employers can be immediately achieved. A volunteer “sign-on” campaign can be struck early through a website adjustment, a sign that employers are engaged and understand the value to LA.

Reductions in ozone particulates – The review and finalization of an urban formula, first for LA, that equates reduction in vehicle miles traveled to work with a corresponding particulate reduction raises the consciousness and quantifies the value. We can then begin work to define what can be achieved in 1-5 years and how this can be applied to other jurisdictions.

Support by State Legislators -- The budget has been set to support to match outreach specialists to audience at varying levels including Los Angeles residents and businesses, non-profit and environmental sectors and government.

What two lessons have informed your solution or project?

:

Hollywood & Highland – in 2001, local hiring was traditionally applied as a tool to include adjacent residents in construction work and it was done so as a condition of public investment in development projects with social and economic value. We expanded the idea to allow area residents, in that case living within 3 miles, to compete for work at the site. With the willingness of the HR director at the hotel, just after opening we approximated 28% of the workforce as local. Beyond the community benefit, it was here I began to think about the value in savings to local traffic and the infrastructure. In 2008, under a study funded by the Anne E Casey foundation, the Hollywood & Highland program received accolades for its standing as a workforce model. The benefits of local hiring can now be expanded through an incentive based permanent employment model.

Uptick of transit – There are varying reports on the uptick on interest and use of public transportation and more importantly, a consciousness of the options available in lieu of a car.

The Los Angeles Associated Press reports while there were reductions in ridership at varying points during the recession, ridership is now in an upswing by 23%. “People are making a fundamental shift to having options aside from a car.” Says Michael Melamphy president and CEO of public transportation association. The AP summary identifies their data sources as the American Public Transportation Association.

Explain how implementing your project within the next twelve months is an achievable goal.

:

I have a deep understanding of the legislative process and leadership invested in sustainable city solutions that address environmental impacts and stand to improve the quality of life in Los Angeles. The partnership with FAST assists with dialog with the business community. My experience as an advisor to foundations, a board member on a non-profit, my tenure at the city as a planner serving diverse communities and my pay-it-forward commitment marries passion for giving back to a strategic plan.

Please list at least two major barriers/challenges you anticipate. What is your strategy for ensuring a successful implementation?

Funding – Establishing A 5-Year plan:

While we are confident we can achieve agreement with employers to participate and set the standards to prove emissions savings, building momentum will take several years. Resources necessary to bring the talent to the table will be significant but achievable. With the initial investment, an experienced funding team will identify sources with the objective of capturing $1 million in gap funding to continue to develop the local hire infrastructure that will include upgrade of information systems. The team will include experts that understand foundational expectations, crowd-sourcing measures, philanthropic and governmental sources. In addition, the team will advance ideas for products or services that become a part of the funding platform over time.

Capturing Public & Private Participation & Momentum:

The program’s benefits must be conveyed to a diverse audience. The consultant team’s budget includes experts practiced in communicating and enhancing participation through through marketing materials as well as social media, including Twitter, FaceBook and YouTube.

We will continue briefings with local stakeholders including government, residents and business organizations working with FASTLA.org's network.

It's very important that our city isn't further divided over social issues relevant to economic distribution. You are asking how this would help community members that fall within a low-income bracket. Whether an employer is looking for a scientist or receptionist, HR will always look at qualifications. We're asking HR to scout closely at nearby neighborhoods for candidates therefore, whether you are socio-economically disadvantaged or not is irrelevant. It's about matching the job to skilled people nearby as a priority. Over time, the goal is that this becomes a normal search tactic, prioritized equally to qualifications. I believe it will -- and once it takes hold, cities can become healthier places to live.

While there will always be cases where if you live in a remote region, job shortages may force long-trips, but rail and ride-share are still viable alternatives to single-occupancy vehicles. However, as the tools evolve to better match nearby residents to jobs, the likelihood increases that as jobs become available, they can be filled by nearby residents. The purpose here is to establish a system that produces much greater levels of local residents within the workforce and local hiring becomes a recognized sustainable model for adoption.

Jeanmarie, first, I must say how much I love the concept behind this proposal. I strongly commend your efforts here and would love to see this get implemented.

In your proposal, you mention that you intend for this program to benefit the entirety of LA County. As we know, not all communities are created equally and neither are the job opportunities available in these communities. How do you plan to address local hiring opportunities in neighborhoods that are socioeconomically disadvantaged vs relatively affluent neighborhoods (ie. South LA vs West LA)?

Furthermore, how do you plan to address local hiring as it relates to the suburbs of LA County? How would you pitch this program to someone say in the Eastern San Gabriel Valley (still a part of LA County) and areas that are largely residential? How about current long-distance commuters from the Santa Clarita and Antelope Valleys; how could these populations benefit from these programs when their current jobs drive them far out of their own regions? Will your program also be focusing on encouraging employers to base themselves in these areas?

I guess the overarching theme between the above points is: how are you addressing access to quality jobs across the various regions of LA County as it relates to reducing average daily commutes overall?

Thank you. Every large city will have an average daily commute which can be shortened through Local Hiring. Each trip to work, less than the average, saves emissions and adds time for the good in life. A formula is in place to evaluate savings provided by experts in the field. My job will be to initiate local hiring practices working with F.A.S.T.org's many business supporters, monitor emissions savings, better connect residents to employers via technology, and give local employers a clear understanding of the workforce nearby. These conduits will result in a healthier city. We can all win.

Thank you for your comment. You clearly work at an extraordinary school to have a student led environmental service club. You understand the proposal perfectly so let me answer your question on what I mean when I say "I'll Pay It Forward" if awarded the grant.

I came across America to Los Angeles years ago on the wings of my mother's desire to pursue the "Great California Dream" and a dusty, old 1965 Ford LTD. My mother had raised four of us alone. We were 3,5, 9 and 11 when she took us out of a dangerous household and made her way to an apartment in a nearby Vermont town. Ten years later, when the promise of better jobs and education beckoned, she packed a U-haul full of remains from our east coast life and we headed to CA. After eleven days, near as we can remember, we arrived Sherman Oaks. I was a young women, scared, happy to have arrived, but intimidated by the city's vastness and my shallow life experiences. I was lucky. I was hired at Los Angeles City Hall under a job training program working for a councilman dedicated to community service, arts, seniors, and housing protection. I learned land use planning and development and have subsequently worked in public and private industry.

What I think of every day I am in Los Angeles, is that I owe my career and the quality of life I have had to that first job training opportunity at city hall, a lot of mentors of course, and the inspiration of public service done well by so many.

If local hiring/cutmycommute is voted in by the public through this LA2050 proposal, I'll build a new kind of infrastructure that serves up varied health, job, economic and environmental benefits to be shared by employers and residents alike and I will do so to PayItForward. The full amount will go to the team enlisted to help me set a new, big-city standard, in which local hiring is a normal practice and we can measure the benefits over time.

Lessening emissions in our car-clogged city by shortening commutes and hiring locally is such a sensible idea. I am a teacher at a local high school, where we have a student-led environmental service club. Jobs that serve the local community, air pollution, too many cars on the road, alternative transportation options – all of these important issues, that are topics debated by our students, seem to be addressed by this interesting proposal. You have my vote. You mention in your submission that you are “paying it forward” – I am curious…what do you mean by that?

Rethinking the way cities are planned is exactly what I believe this model exhibits. Instead of traditional methods concentrating efforts on how to control traffic, our team will answer the question of what formula results in: cleaner air for LA's residents, more time for our families or selves in each day, a healthier urban environment, less congestion, a national model of an eco-urban behavior reducing commutes by leaps and bounds while reaping quantifiable economic, social and environmental benefits. It's a formula that can be applied to any city challenged with traffic congestion and poor air quality searching for a new sustainable practice. Thank you for the thought-provoking comment.

Its very smart. With a lot of cities zoned the way they are ( segregated by use, industrial, residential etc.) how do you ensure sufficient pool of workers for employers from various sectors in the same community? Seems like this would really benefit from a rethinking of the way cities are planned and development is guided.

Yes, all true. For employees, a shortened commute means less time in cars and more time in a day for recreation or simply a family dinner. For employers, a shorter commute could mean a happier employee leading to longer retention at that job. We'll be collecting data on that as we design the pilot program. We'll be able to watch and measure the expansion of community and business benefits too which will be shared with the public. Remember, this is a voluntary measure that will create larger percentages of local residents at area businesses. Over time, we are confident it will become a normal course for HR directors to look for talent from the local community first. Technology will help. Do you have any questions or suggestions?
