The Franklin-Ivar Park project will convert a ¾-acre lot into a natural park in the heart of Hollywood. Elements of the park include an amphitheater, California native plant landscaping, significant tree canopy to mitigate pollution, water-efficient irrigation, picnic area, adventure play area for youth, shaded seating, solar panels, bicycle racks, nature trails, and free Wi-Fi.

How will your proposal improve the following “Play” metrics? (check all that apply)

Access to open space and park facilities

Number of children enrolled in afterschool programs

Per capita crime rates

Percentage of residents that feel safe in their neighborhoods

Attendance at major league sporting events

Residents within 1⁄4 mile of a park (Dream Metric)

Number of residents with easy access to a “vibrant” park (Dream Metric)

Number of parks with intergenerational play opportunities (Dream Metric)

Number (and quality) of informal spaces for play (Dream Metric)

Describe in greater detail how you will make LA the best place to play.

:

This project will create a new recreational feature by transforming a currently vacant and deteriorated site into a unique, aesthetically pleasing, multiple-benefit natural park by improving the landscaping, and adding supporting amenities such as an amphitheater, nature trails, adventure play area, interpretive elements to help educate users about natural resources, picnic area with free Wi-Fi, and art plaza for community gathering and interacting. Additionally, the park will feature all California-native drought-tolerant landscaping which will provide habitat for local wildlife, provide shade, generate oxygen, and remove pollutants from the air thus helping to reduce the adverse impacts of global warming. The park will also feature a solar panel collector which will provide power for the energy needs of the park and will educate the public about the benefit of energy savings.
This project will also add much needed park space to Los Angeles as there is currently a critical lack of parks to play in. The project’s close proximity of the nearby public and private schools and apartments will ensure that a good majority both youth and adults are able to access and play in the park. The park will feature areas designated for play that are made of natural components such as plants, logs, boulders, hills and trees. These components represent a unique “wild environment” in a way that provides the feeling of being in nature but is safe and manageable to young visitors. A few man-made components have been carefully integrated to support creative play, encourage confident exploration and help children develop a lasting affinity for the natural world. Seniors and other family members will similarly benefit from this open space through genuine recreational opportunities via walking trails, gathering areas for social and cultural interaction, new learning experiences, and a greatly improved environmental experience.
There has been much research on the subject of the benefits of outdoor play. Playing outside helps children to understand and respect nature, the environment and the interdependence of humans, animals, plants, and lifecycles. While play is crucial for a child’s development, it is also beneficial for people of all ages. Play can add joy to life, relieve stress, supercharge learning, and connect you to others and the world around you. The new Franklin-Ivar Park will provide the Los Angeles community with a safe outdoor space for more play.

Please explain how you will evaluate your work.

:

As the project is located in a park-poor community, the mere existence of the park will be a gauge of its success as it will add new recreational space for families, children and the community to play in. We expect that is park will be heavily used, given the involvement and anticipation displayed to-date by the local residents. The success of the project will be evaluated, in part, by the frequency of its use and future stewardship. A Friends of Franklin-Ivar Park group may be established to ensure continued stewardship for the space, engage the community, encourage park use and activate the space. The picnic and plaza area was designed to accommodate a farmer’s market allowing neighbors the opportunity to interact and purchase fresh local produce. The children’s play area will be utilized by kids from all economic groups fostering friendships and improving their physical health. MRCA may conduct surveys to evaluate and summarize the anticipated use vs. the actual use of the park.

How can the LA2050 community and other stakeholders help your proposal succeed? (check all that apply)

Volunteers/staff (human capital)

Publicity/awareness (social capital)

Infrastructure (building/space/vehicles, etc.)

This project is permitted and ready for construction. We just need the final funding dollars to start construction. There are so many benefits to creating this park in Hollywood. Neighbors form bonds. Parents become more involved in school activities. Kids light up with joy and play for hours. Communities become healthier because they have safe places to play, recreate and grow within walking distance of their homes. I believe everyone should have access to these kinds of spaces, but unfortunately in the most congested, under-resourced portions of the city, they simply don't. The Foundation would see an immediate return on their contribution if the MRCA is awarded this grant.

It would be wonderful for childlren in the hills and flatlands of Hollywood to have a nearby area where they can play, see a little nature, and enjoy the outdoors. Something besides sidewalks and streets for them.

If it turns out as half beautiful as the other parks the Mountains Recreation and Conservation Authority has built it will be amazing. In addition to that, the MRCA offers wonderful outdoor/nature FREE programming to the community that I have had the opportunity to enjoy with my kids and out Girl Scout troop at Vista Hermosa and Marsh Parks and having similar programs close to Hollywood would be great!

This eclectic, diverse, vibrant area of Hollywood lacks one thing: green space! How lovely it would be to have a park where the community can come together and enjoy the outdoors. The current space is a dismal, fenced-in empty lot. Transforming it into a beautiful park would be such a gift for the neighborhood!

This community park will benefit residents and will be a gathering spot for families and children. The park will also benefit the health of residents by improving the air quality via all the plants and trees to mitigate the 101 freeway exhaust just above. This area of Hollywood is busy and crowded with cars and buses but this park will become a corner of green space and a refuge from the rush.

The Freeway runs through our community, dividing it physically while brings noise, exhaust emissions, and traffic. The proposed pocket park takes a long-neglected stretch of land and partially remedies those factors, providing green space, an area for people to relax and meet each other, and space for kids to play that's desperately needed. I've lived in many parts of L.A., from downtown to Venice over the past 30 years, spending most of my time in the corridor between Echo Park and Hollywood. I've never lived anywhere where there was as much collective spirit as there is in the Hollywood Dell and the surrounding communities. This park will be cherished, well-used, and maintained by this community.

I have just moved to the Dell not too long ago (the beginning of this month, actually)! I love our neighborhood already and can see this park as a way for me to meet more of my neighbors. Not only that, but the park will be a great gathering place for community events and detract from the freeway that is right around the corner.

The Franklin Ivar Park would be wonderful for our neighborhood, with a dhildren's play area, gardens + picnic area, as well as an outdoor amphitheatre and free Wi-Fi! My husband and I have lived in the Hollywood Dell for over twenty years, and we so hope to get the $100,000 grant for the 3/4 acre Franklin Ivar Park.

Our charming neighborhood is in desperate need of a pocket park. Having to drive to a park in an otherwise walkable neighborhood isn't ideal. This lovely green space would highlight what it's like living in this pocket called the Hollywood Dell. And I'm not worried about transients taking it over- our neighbors are the most dedicated and diligent group of people I've ever met and they will not allow that to happen. I hope this project receives this grant- we've waited too long and are very deserving of it. Thank you!

I can't think of a better thing to do for the Dell neighborhood than create a usable outdoor space for its residents. My husband and I often walk from our home on Ivarene Avenue to the Sunday farmers' market on Ivar and Hollywood Blvd. Once we get to the Ivar tunnel the route is ugly and desolate. It would be a real boost to the neighborhood to be able to have this park; it would offset the dismal atmosphere created by the 101 Freeway which borders the Dell.

This is exactly what this socially active neighbohood needs and wants for this oddball scrap of unused land. I see a lot of AMDA students who live in the immediate area who would relish a place to hang out, meet up and socialize. Furthermore, the area kids have nothing within walking distance of their school or home. This is an opportunity to meet a need in an area that is rapidly changing away from the current low-rise housing in favor of massive and towering concrete developments. We need to grab this unused tag of land and see this project though to completion. Please.

I look forward to the beauty and joy this park can bring. Where we currently see dirt and garbage inviting poor behavior by non-residents we can see kids playing, people creating and relaxing, and some nature. It won't just uplift the Dell; it will uplift our nearby communities as well.

Development of mixed-use buildings is skyrocketing in our area. Sadly, there has been no simultaneous development of green space to offset all of the additional skyscrapers (existing and planned) that will increasingly be blocking our views of the sky and making us feel ever-more hemmed in. And this isn't just about us -- it will also be a wonderful place for the area's new mixed-use inhabitants to escape their concrete and steel surroundings.

Personally, I currently spend 30 minutes driving to Griffith Park and back -- 5x/week. To instead have the ability to leave our cars at home and be within walking distance of a green space would be a tremendous benefit to both the environment and traffic issues in our area.

Thank you for all you are doing to bring this to fruition -- I'm extremely grateful.

Hollywood is a great place to walk. Many years ago I wouldn't have walked from the Hollywood Dell down into Hollywood because I didn't feel safe. Now that there are more restaurants, hotels and retail, I now walked at least weekly if not more from the hills in the Hollywood Dell down into Hollywood to go get a cup of coffee, read my morning paper or go shopping.

The Franklin Ivar park will be perfect for me and my family. I can walk there, bring my coffee and read the paper or use the free Wifi to check emails and go online. From what I can see in the design, it allows for quiet areas along with areas for group and children to play.

I see mothers/fathers and Nanny's daily walking in the neighborhood. This park will be a perfect place to meet up with friends and neighbors. The possibility of neighborhood meetings and functions is terrific.

I cannot wait till the project is finished. It has been a long time coming.

As a resident of the Hollywood Dell neighborhood with a young child, we will really benefit from a park within walking distance from our house,.where our son can play and we join him or can relax. This is going to be awesome!

In addition, this area is currently fenced off and unkempt.. This park will make the entrance into our neighborhood through Ivar and Dix very beautiful.

We are excited for the park to become a reality.

With no originality of my own, I re-offer Joan's great comment:

As the moment, this is a sad little corner at the edge of and entrance to a charming, lovely and safe neighborhood. Less than a block away is the new vertical Hollywood sign welcoming residents and visitors alike to an iconic area - Capital Records, Hollywood and Vine, the Walk of Fame, the Hollywood Bowl a mile away - and the "welcome" is dirty, run down, ugly and completely uninviting. The park proposal would transform this area into a true welcome to the renaissance that is Hollywood 2015 and give the residents a park in which to gather, where children could play and learn about their environment and as an entertainment venue for the abundance of talent that lives, works and studies in the area. In many cities across the country (including New York, the concrete capital of the country) there are many areas smaller than this transformed into lovely, functional, attractive and well used "pocket parks". The residents deserve such a park in this neglected space for their use and the city deserves it as a visually attractive welcome to all of the visitors who come to see and experience Hollywood.

Thank you!

This is a great idea that would turn around an eyesore and this part of the neighborhood. There is no place where people can come together right now. It's proven that parks help keep neighborhoods safe by building a community. Building a park will bring our Fabulous neighbors together and help decrease crime.

It will also give kids a place that's safe to play since the Dell is short on sidewalks.

by MNP

There are very few parks or green spaces in this neighborhood and having a park at Franklin & Ivar could serve several purposes and be an attraction to the neighborhood. Firstly, it could be a space for local residents to gather and help facilitate a neighborhood or community sensibility. SIlverlake has their dog park, and it adds a common point for many people to meet regularly. We could have one here in the Dell where people could share common interests, keep up on neighborhood business or issues and just interact with each other. It could also bolster the local businesses by adding another link to a walkable neighborhood rather than a link for a possible mugging. Secondly, that area has been an open invitation for homeless, vagrants, addicts and criminal elements for decades and it is time to put a stop to that. Let's support the neighborhood and encourage our citizenry to come out, spend time with each other, join in rather than step to the side, participate rather than comment or complain. This could be a wonderful asset to this area, including both sides of Cahuenga, both sides of Franklin, and of course that breadth of the Dell; one that could be used by all.

this park shows a collaboration of neighbors and government rather than just another government job. The neighbors are guiding this project with knowledgeable government help. But money is lacking. There is a scarcity of managed park area with recreational facilities for children and the elderly in our city area. We need more than just walking trails. A community park can bring neighbors together. We need this park.

Hollywood Dell – A Small-Town Pocket in the Heart of the City was voted one of “10 Best Neighborhoods You Have Never Heard of” in 2004 by Los Angeles Magazine.

That article is what attracted me to this neighborhood. While I couldn't afford a house, I was able to rent an apartment in the neighborhood. Sine then, got married had a child and still love the area especially with all the improvements happening in Hollywood. Because of apartment living we don't have a yard for my son and his friends to play. We have to drive to parks or go to one of his friends house that has a yard.

This park is just what we need. He will be able to have friends over for at least weekly play dates.

Please, build this park! We need it! Hollywood needs it.

This proposed park will be a hot bed for transient activity, rubbish, and encampment. As it stands there are regular homeless and transient people living at these exact 101 off and on ramps. More will enter and stay there pushing out any recreation by residents. They are heavily concentrated in this part of Hollywood, at the 711, at the CVS, at he Panda Express, up and down Vine, Argyle, Yucca , Ivar Ave.and Cahuenga Blvd. These people defecate on our sidewalks. With the smashing of car windows under the bridge by gangs that has gone on for years, and the regular gang graffiti on Ivarat the 101 off ramp- this proposed park will only exacerbate crime.Unless there is a locked gate with keys distributed only to residents near the area or some other high security measure, I will oppose this project for safety's sake.

Thank for considering Franklin Ivar park for the grant. This area desperately needs this park. The gateway in and out of Hollywood is only a block away (Cahuenga and Franklin). You can see this lot when sitting at a red light heading north on Franklin into the Valley. Imagine the beauty and the excitement for all Angelenos when they see this park come to fruition even if it is merely driving by on their commute home.

North and South of Franklin was negatively effected when the freeway was cut through the neighborhood many decades back. The neighborhood has bounced back tremendously but there are no pocket parks that we can walk to. AMDA is now located in Hollywood. Students can use the park to meet and rehearse. There isn't an hour that goes by when students aren't walking by this lot. Our local elementary school (Cheremoya) is thriving and becoming a top neighborhood school. Parents walk their kids past this lot to school most mornings. We will see more families walking their children to school if this park was there. Imagine parents walking their kids home after school and stopping at the park to play and do homework.

I can go on and on but I will conclude by saying thank you again for your consideration. Please help us make this a reality.

The area is currently an eyesore and magnet for homeless camps because it is not available for use by the community. Volunteers from the active Dell community will help keep the park clean and safe, bringing activities to the space that will draw neighbors there, further securing the area. This pocket park is walkable from areas in the Dell and Hollywood. It will be a beautiful space to congregate. I could go on, but I don't find a need to repeat all the positive comments already posted. Suffice it to say that I wholeheartedly agree with the excitement, positivity and commitment by the majority of my neighbors to the success of this park.

We are a really special tight-knit and hands-on community whose residents consist of all kinds of different people. Some have been here for many years and some are new young families, but everyone feels welcomed and valued.

Our neighborhood is perfect except that we live in the winding hills of Hollywood and we have no communal safe place to gather or for our children to play. We don't have sidewalks to go for walks (safely) with our children and when we host our annual summer BBQ or Halloween party, it would be wonderful to have a beautiful space like this. There is a dramatic academy a few blocks away, as well as many artists, musicians, and actors that live within our community who would be thrilled to put on local productions in the amphitheater we have designed. This "could be" park sits in the shadow of the iconic Hollywood sign, which means it has the potential to become its own iconic wonderful little gem in the heart of what makes this city tick.

Sadly if you were to drive by it today, you would see an abandoned lot with a rundown fence with "no trespassing" signs, litter and transients with grocery carts. This is where we live and we are in a crisis. Building a park that is occupied, maintained and secured each night, would be life changing for our neighborhood's quality of life.

We are desperate to make this entrance to our neighborhood inviting for all the right reasons and are eager to help take care of it! Please help us--we won't let you down. We are a fierce, passionate and dedicated community who loves their neighborhood!! Thank you for you consideration--we really deserve it!!

This neighborhood will truly benefit from having an appealing outdoor space for community interaction. As a native of the area, I value this town and all of its "Hollywoodness." We have fantastic public spaces nearby such as Griffith Park and Runyon Canyon but neither of these parks are within easy walking distance. A place for neighbors to meet, picnic, play sports, take their kids and their dogs would bring a new vitality to the neighborhood. I am a huge fan of this important effort and excited that it will soon be a reality!

I have lived in the Hollywood Dell for 35 years and have seen Hollywood in its seedier days to what it is now, a vibrant and energized community. When neglected areas are improved, the community takes pride and gets more involved in what's going on. Once the Hollywood entry sign at the intersection of Cahuenga, Franklin and Wilcox was installed and the planting completed the area has discouraged transients, trash and property destruction. This park will do the same, because we as a community will be involved and make sure that this park is a family friendly park. If nothing is done we send out a signal that we don't care, which attract an undesirable element.

As a Hollywood Dell Resident for almost 13 years I would be ecstatic to see that sad, empty lot turned into a beautiful park where residents could spend time. When walking through the Dell for exercise, thanks to the hills it's a great workout, but you can only say "hello" in passing, it would be so nice to have a park to walk to and spend time in, not only for a chance to chat with neighbors and get to know each other, but it would also allow those of us without balconies or patios an opportunity to enjoy the beautiful weather without having to drive somewhere to do it. Also, there are a lot of little kids in my building and all the around the neighborhood who would love the play area. All in all I think it would make our strong community even stronger and more beautiful!

I like this plan for a park on this barren spot The community involvement is very strong but funding is needed to make this come true I can see this being a popular rest spot for bicyclists on a cross-city ride. I can also see it becoming a place for school and birthday picnics.

Another comment mentioned that there are many homeless in the area. This is true. Many of them are people who came to Hollywood in search of their dream in music or acting. Maybe they will like to sleep in the park? My thought on this is maybe the ground should be made cushy so it is more comfortable for them. Figure out a way to share the park with those that would appreciate the park -- the families, the school kids, the acting and film and music schools, the tourists who want a view of the Hollywood sign, and the people with nowhere else to sleep. Maybe involve some of those homeless folks in the planning. It's just my thought. Others may rightly disagree.

I concur with the already above mentioned examples of why this park would be an excellent idea and don't have much to add except that this would enhance this city's encouragement of its citizens to walk, to connect face-to-face with people of all kinds, and to foster natural beauty in a way that capitalizes on our year-round outdoor culture. To the detractors, I say this: yes, in every community there are those who want to deface and destroy things. But beauty tends to beget pride and more beauty. Maintaining a positive public space at least has the capacity to unite a community in contributing to its upkeep. Staying at home and complaining has zero chance of doing that. For any city to evolve and better itself, risk and effort are necessary.

This proposed Park will completely transform the bleak area down by the 101 freeway and will be much appreciated by all! Looking forward to this Park becoming a reality!

As a resident of this area for over 15 years I have seen how the community will rally and support efforts big and small to make life more livable for everyone. There is an appalling lack of usable green space in Hollywood. This park would take a forgotton parcel that has been a blight for years and make it a much needed place for the community to gather and enjoy. So much work has been done to acquire the land and design the plan for this park, this grant would help bring the project to it's final phase, to the delight of those who have been rooting for it.

We desperately need a park and green space in this section of Hollywood. This is a great way to use a ugly, vacant lot and turn it into something for the whole community to use and enjoy.

I live no more than 500 feet away from this corner and to say that a park would transform this horrible mess into something wonderful is an understatement. currently useless and ugly, a corner park would be a welcome addition to the dell. there are no other parks anywhere nearby, and honestly, this seems like a no-brainer, something that doesn't need comments or explanation. simply put: a park is waaaay better than a fenced off area of blight.

Thank you! The Hollywood Dell neighborhood is unique and there is indeed a critical
lack of park space within ½ mile radius of the project as the total acreage of usable park
space per 1,000 residents is 0.14 acres. This is significantly less than the required 3 acres
of useable park space per 1,000 residents.

Rusty - thank you for your comment and concern. Never fear, safety measures will be in place before the park opens to protect the visitors from stray motorists. The community also includes students from AMDA and apartment dwellers who can use a small bit of green nature just around the corner. Cheremoya Elementary is not far from the park and the students helped in the planning of the park, so they too will enjoy seeing this project come to fruition. Remain hopeful and good things will happen!

Thank you for your comment and concern. The park funding precludes closing the park to any of the public who wish to visit. That being said, our park agency has found in over 20 years of park building and park maintenance here in the Los Angeles area, that 'good use drives out bad'. Our parks are visited by neighbors and can be programmed for agency activities and feature neighborhood activities. These uses and users bring eyes to the park and the agency rangers will assist in monitoring the park. I would invite you to visit one of our other urban parks and see what can be achieved in even dense urban surroundings.

I appreciate your clarification but that is not the community I see commenting here. I see "Hollywood Dell residents" not AMDA student or Cheremoya student.... or even Cheremoya teacher for that matter.

by RustyPergola

Rusty: I see the community coming together to enjoy this new space - both the Hollywood Dell residents, the residents in the apartments nearby, the AMDA students, and the students from Cheremoya Elementary. I have personally spoken to representatives of all of these groups and they all expressed a desire and interest in using the future park. Of course I can't know for certain that this will in fact happen, but I can say that other parks we have built in dense urban settings have been welcomed and enlivened by the surrounding community once opened.

by liz.jennings

I have lived here for exactly 20 years and am adamant about the safety of my neighborhood.
That is exactly what hope and improvement means. I am not opposed to a private park for the residents, but opposed to a open entry park. My concerns come from a place of experience and wisdom.

by local123

Thank you for your comment and concern. The current vacant lot is being regularly monitored by agency rangers and the future park will be even safer once good uses drive out bad uses. Our park agency has found in over 20 years of establishing parks in the Los Angeles area, that the more eyes on the "street", the less likely bad behavior is to be manifested. Understandably if you have never seen this transformation, it may be difficult to have faith, but we have seen it happen in downtown Los Angeles and in Frogtown along the LA River, just to mention two areas. Yes, homelessness is a problem in all of Los Angeles, but to stop building new parks is not the answer.
